The USA has one of the worst DUI driving accident rates in the developed world while having lower to mid-range rates of alcohol consumption.

The UK has a DUI accident rate less than half the USA, higher alcohol consumption per capita and more or less unlimited 24 hour access to alcohol for teenagers The crime of DUI manslaughter does not exist in legislations outside the USA and the sentence of causing death by dangerous driving is correspondingly lower, usually 3-4 years for a first offence.

In California, in 2007, 1,155 people were killed in drunk driving crashes.
California has 310,971 drivers on the road with 3 or more DUI convictions.
The state missed an opportunity to reduce drunk driving fatalities this year. Assembly Member Mike Feuer (D-Los Angeles) introduced a bill requiring ignition interlocks for all convicted drunk drivers. Unfortunately, the bill did not pass. MADD and its supporters will be back again next year to push for this critical drunk driving legislation.

In Texas, in 2007, 1,292 people were killed in drunk driving crashes — more than any other state. Despite having less than two-thirds the population of California, it still has more drunk driving fatalities.
To improve, Texas must pass legislation allowing for sobriety checkpoints and mandating ignition interlocks for all convicted drunk drivers — something it failed to do in 2007.

In Wisconsin, in 2007, 313 people were killed in drunk driving crashes — an increase in drunk driving fatalities from 2006 — when it was the worst state in the country for drunk driving.
Wisconsin is the only state in the country where first offense drunk driving is a civil infraction, not a crime.
The state’s lack of seriousness on drunk driving, which also shows in its lack of sobriety checkpoints and effective interlock law, costs precious lives each year.

In South Carolina, in 2007, 463 people were killed in drunk driving crashes.
South Carolina — the third worst state in the country for drunk driving — has had opportunities over the past three years to fix the loopholes in their drunk driving law, which is one of the least effective in the nation. However, defense attorneys in the South Carolina legislature have consistently stopped any meaningful reform of their drunk driving law; squandering the potential to save lives.
