The cops picked this guy up before, realized he was an illegal, took no steps to contact ICE or ensure his removal from the country, and then some innocent citizen pays the ultimate price. What a tragedy. This poor elderly woman deserved far better protection than the Wichita Police Dept. saw fit to provide. Obviously, parts of Kansas are becoming like Los Angeles.
